The tightening of the screw

Europe is currently undergoing a tightening of the screw. As most of you will have learnt from either Milton Friedman or Naomi Klein or both, crises (e.g. the 2008 financial crisis, Covid, the war in Ukraine, etc.) will be inexorably exploited by the powers-that-be. Result: the poor will become poorer, the rich richer. This is inevitable unless a concerted effort is made to change the tide, as was the case after the series of cataclysmic events constituted by WWI, the Spanish flue, the Great Depression and WWII.

I would urge you to read Thomas Piketty’s book “Capitalism and Ideology”, which is basically a history book. If you you do read it, you will probably find that it is one of the most important books you have ever worked your way through, because it answers a great many questions you may have asked yourself and many more that you probably never even thought to ask.

True, it’s a very large book, and most people don’t have time to read hundreds of pages. More’s the pity, because the author writes well, clearly and often humorously, not so much about violent wars but about the contradictions that caused them.

For those of you who want to take a shortcut, I have good news. Yes, I believe the man must care very deeply about the plight of our planet and the creatures, including humans, upon it, because a 156-page document called “Extracts” is freely available on his website. It’s the first item on the list:

The list also includes all the statistical graphs used in his book, and finally a link to the equivalent page in French.

I was initially only interested in the fluctuations of inequality in the 20th and 21st centuries. Only reluctantly did I go back to read, with rapidly growing fascination, what he had written about the previous periods of human history, because it all turns out to be interrelated.

Still, since I live here — in Europe — and now, I find that developments since the 1980s in Europe and the USA are frightening. Here are a few examples where Thomas Piketty’s graphs speak for themselves:

There is something uncanny about the years 1980 to 1995, isn’t there. For most of us, the leitmotif was that everything started getting a little worse at about that time. To begin with, just a little, and hardly anybody noticed. But we’re noticing now!

Piketty also writes extensively about other countries, such as India, China and Iran. You’d be surprised by what he and his colleagues have uncovered, very surprised, in fact.

Piketty writes that he is an optimist. “We”, that is not only the Western countries but also countries like India Japan and Iran, were able to turn things around after WWII, dramatically reducing inequality and improving the welfare of lower and middle class people. I believe he is trying to convince us that “we” can do it again.

Officially, of course, the motif is never greed. When the British Parliament approved a series of “Enclosure Acts” that culminated in the 18th century, they argued that this was for the common good. However, as more and more peasants were denied access to “common land” and had to leave their homes to seek underpaid labour in the big cities, average life expectancy at birth fell from forty-three years in the 1500s to the low thirties in the 1700s. Did anybody admit that this theft – for theft it was – was committed out of greed? Of course not! Jason Hickel gives us some characteristic quotes from the period:

“Our forests and great commons make the poor that are upon them too much like the Indians,” wrote the Quaker John Bellers in 1695; ‘[they are] a hindrance to industry, and are nurseries of idleness and insolence’.

Lord John Bishton, author of a 1794 report on agriculture in Shropshire, agreed: “The use of common lands operates on the mind as a sort of independence.” After enclosure, he wrote, “the labourers will work every day in the year, their children will be put out to labour early,” and “that subordination of the lower ranks of society which in the present time is so much wanted would be thereby considerably secured.”

In 1771 the agriculturalist Arthur Young noted that “everyone but an idiot knows that the lower classes must be kept poor, or they will never be industrious”.

The Reverend Joseph Townsend emphasised in 1786 that “it is only hunger which can spur and goad them on to labour”. “Legal constraint,” Townsend went on, “is attended with too much trouble, violence, and noise … whereas hunger is not only a peaceable, silent, unremitted pressure, but as the most natural motive to industry, it calls forth the most powerful exertions … Hunger will tame the fiercest animals, it will teach decency and civility, obedience and subjugation to the most brutish, the most obstinate, and the most perverse.”

David Hume: Tis always observed, in years of scarcity, if it be not extreme, that the poor labour more, and really live better.

Patrick Colquhoun, a powerful Scottish merchant, saw poverty as an essential precondition for industrialisation: “Poverty is that state and condition in society where the individual has no surplus labour in store, or, in other words, no property or means of subsistence but what is derived from the constant exercise of industry in the various occupations of life. Poverty is therefore a most necessary and indispensable ingredient in society, without which nations and communities could not exist in a state of civilisation. It is the lot of man. It is the source of wealth, since without poverty, there could be no labour; there could be no riches, no refinement, no comfort, and no benefit to those who may be possessed of wealth.”

The cynicism of these quotes is all the more striking in view of the idleness and indolence of the British aristocracy. However, the aristocracy had a lot to defend! It also had the means to do so, as even in 1820, only 5 % of adult men were sufficiently wealthy to be eligible to vote, not to mention to be elected to Parliament. In Chapter V of Capital and Ideology, Thomas Piketty explains just how the aristocracy was able to cling to power in the face of emergent humanitarian ideals in the 19th century. Basically the House of Lords controlled Parliament until 1911.

No wonder, you will say, no wonder the aristocracy clung to their beautiful palaces and gardens. But as we all know, all those empty rooms and all those acres require care, i.e. staff that must be paid, so stealing the commons from defenceless peasants and using the land to produce crops to put on the market, must have seemed like a splendid idea.

To this very day, the Conservatives tend to have the upper hand in the UK. That must mean that their rhetoric is well attuned to people’s dreams, ideas and beliefs. Alas, our fascination with and shamefaced admiration of the rich and beautiful is our Achilles heel. It undermines our better judgment. By the way, was the dress worn by Florida’s first lady made of lamé?

Disappearing the middle ground

In a phone conversation with a talkative friend the other day, my counterpart’s initial volubility subsided, so that in the end, I was the only one still talking. Afterwards, wondering why his cheeriness had morphed into discouragement, I reached the conclusion that it was my fault.

Over the decades, I have been considered a lefty, and he has been the slightly patronising advocate of what he believes is “the middle ground”. Had I asked him, or for that matter almost anybody else, what is “the middle ground”, he would have given the glib reply “neither right nor left” and I might insolently have retorted, “neither right nor wrong?”

Yes, over the decades, he has patiently countered my impatient allegations about systemic racism, perpetuated social inequality, injustice etc., etc. with kindly smiles, and “sensible” arguments. More often than not, I for my part tended to have forgotten the statistical details informing my views and chaffed at the bit of my own ignorance, unable to prove my point.

The other day, though, the tables had turned. I didn’t remember the details about the tipping point, but I did have a pretty clear understanding of the concept “exponential”.

Likewise, I didn’t remember the details of Piketty’s statistics about rising wealth and income inequality, but since I follow international news pretty closely, the word “exponential” lurked at the corners of my mouth.

As another acquaintance predicted a few days ago: “Before long, we won’t be picking them up out of the Mediterranean, we’ll be shooting them.” He was referring to the not so distant future when most of the African continent will be uninhabitable and when Europe … no, I won’t go into that just now.

I won’t, because that was what I did during the said phone conversation with my friend the other day. I did not have Piketty’s figures at hand, but I certainly was able to outline approximately where Europe is heading, and it’s not somewhere nice. That is unless…. But before I could finish my lecture, my friend had wilted like a plane falling out of the sky. I had halted the trajectory of an optimistic man full of confidence in himself, his country and the future of humankind. I had brought him down. Now that was certainly not my intention.

Mind you, he knew that what I had said about the future of Europe, “unless…”, was correct. So why was he not willing to discuss the terms of the “unless” clause?

As for the tipping point, no reasonably sane, informed person can possibly doubt its reality, yet we just sit around doing exactly what we have been doing since we were born, with regard to the tipping point, that is: NOTHING.

Well, strictly speaking, that is not correct. Somebody is doing something, but that somebody is not me. It probably isn’t you either. I am very very sorry to say that it is not a government in any country, nor any powerful multinational company or mainstream media outlet. Extinction Rebellion is courageous, passionate and truly called for, but – alas – not my style; I’m no better than the rest of us law-abiding, spineless citizens, the gutless “we” I keep referring to.

We have been tranquillised and rendered non-combatant by a lullaby of promises about “climate neutrality by 2050”. Read that again: 2050. Thirty years hence, the planet will be unrecognisable.

Why? Why do we allow doctors to medicate us with tranquillisers and false hopes?

My theory is that we are sincerely frightened. And now that we are social distancing or in quarantine, we’re also not happy. If your day has been miserable, what do you do? Well, I don’t know about you, but most of us put on a brave face and tell ourselves and each other that tomorrow will be better. Yes, tomorrow must always be better, otherwise, we would not endure being alive. If baseless optimism hadn’t been part of our genetic makeup from the start, our species would not have survived locust swarms, bubonic plagues, famines, Hiroshima, the Holocaust, Apartheid, etc., and even Trump.

I put to you that optimism is not a crime. Stupidity, however, is. I assume that mankind will survive the next thirty years, in some form or another. I hope that having learnt from the mistakes we are making now, future civilisations’ penal codes will deem stupidity on the part of “whomsoever has been endowed with normal intelligence and adequate social/economic conditions” a criminal offence.

Today is 1 December. According to the calendar, winter has come to the Northern hemisphere. But according to the trees, spring has come and the buds are opening. Maybe by Christmas the lilacs will bloom and the birds will be singing. Maybe in January, we can go swimming in the sea again. That would be so nice.
